What is Subaward?
Per 2 CFR 200.92, “Subaward means an award provided by a pass-through entity to a subrecipient for the subrecipient to carry out part of a Federal award received by the pass-through entity. It does not include payments to a contractor or payments to an individual that is a beneficiary of a Federal program.
What is the difference between vendor and consultant?
A Consultant's fee is based on an hourly or daily rate which is provided and explained in a Consultant rate proposal; A Vendor's services are ancillary to the scope of work. A Vendor provides a good or service that is narrowly constrained or defined, normally a one-time procurement.
What is an outgoing Subaward?

When the UW receives funding from a sponsor (aka prime sponsor) and subawards a portion of the work to another institution, it's called an outgoing subaward.
